After Paul’s machine is exposed during Frank’s fake shooting, he is confronted by a rogue branch of the National Security Agency (NSA), which wants to use the machine’s deceptive ability for its own purposes. Soon, Paul has to fend off their advances, whilst trying to convince two police detectives of his innocence after they close in on him for a suspected murder that has never even happened.

With Frank in hiding and unable to step forward to help, Paul and Frank's former partner Chloe Parker uncover a sinister plot involving a plan by Russian spies to obtain some merchandise – and it appears that it is Frank Farley helping them get it.
